Rules for importing currency by foreigners into Russia

It is impossible to enter non-cash funds themselves, because they are placed in bank accounts, but you can enter a plastic payment card across the border.
There are no legislative restrictions on the import of such cards into the territory of the Customs Union. A citizen of any state and of any age can enter an unlimited number of non-cash currency funds placed on any number of bank cards issued by any banks.

Cultural values
Question : I am a citizen of Russia and live in it (Republic of Udmurtia). I collect coins of Tsarist Russia (1700-1917) and have a desire to exchange them with colleagues from other foreign European countries via mail. Nowadays, it is quite easy to receive ancient coins from abroad by mail. As for sending abroad (export) by Russian post, everything is quite more complicated. In accordance with the LAW ON THE EXPORT AND IMPORT OF CULTURAL VALUES N 4804-1, a LIST OF CULTURAL VALUES falling under the scope of this law has been defined. Where in paragraph 9 it is stated “Coins, bonds, banknotes and securities created more than 50 years ago.” In accordance with this, I must contact the territorial department of Rossvyazohrankultura to recognize that my coins are not cultural valuables and obtain a certificate of permission for the possible export of coins by mail from the territory of Russia. How realistic is it to obtain such permission and send royal Russian coins from 1700-1917 from Russia? Are there other legal ways and mechanisms for sending ancient coins abroad by mail?
Answer out without permission from Rossvyazohrankultura. I cannot know whether they will give you this permission or not. As a rule, they consult their catalogs. Particularly valuable specimens may be prohibited from export. I would like to immediately warn against attempts to export coins illegally, i.e. with concealment or using forged documents. There is a corresponding article in this regard in the Criminal Code of the Russian Federation.
Question : I am a citizen of Russia, permanently residing in Germany. I collect coins, banknotes, orders and medals of Russia before 1917.
From your consultations, I clearly understood the procedure for importing these items into Russia through customs. It’s not clear where I should register them, because... I fly to Moscow and then go to Voronezh, and how long does this procedure last? After declaration at customs, will these items be returned to me immediately?
Answer : Collectible coins are allowed duty free in single copies. Only antiques need to be registered with the Ministry of Culture in order to avoid customs duties. It all depends on the quantity and other circumstances of which there are many. Ask specifically.
Question : I want to bring 3 ancient coins and 5 ancient awards to Russia and leave them in Russia. I declare them. I do not understand the further actions of customs.?
Answer : if the value of the imported item does not exceed the limit of 65,000 rubles (the kilogram limit, I believe, does not play a role here), you may be issued coins and awards duty-free. A check or invoice indicating the cost will especially help you. In case the cost is higher and you do not want to pay the duty. Customs will hold coins and awards until you receive a certificate of registration with the Ministry of Culture as cultural property. Detention is also possible for an expert assessment of the value. Therefore, a check will be useful. However, it is also possible to skip without any problems. Unfortunately, the legislation regarding coins and other historical valuables is not very streamlined. And the degree of knowledge of laws among customs officers varies.
Question : I looked about coins. On your website it says there is a tax on coins. But this is most likely for those coins that are not the national currency of any state. For example, the African Kruger Coin. They definitely charge a fee. What if the US dollar or Canadian dollar, or other national currency is imported only in gold coins? Also a 38% duty? For example, Canadian dollar (Golden Maple Leaf), 31g, face value $50, cost accordingly at the gold rate. At the same time, as far as I understand, collectible coins, ancient ones, are imported duty-free, while investment coins (I saw somewhere on the forums) may be subject to the import of foreign currency. What if I import the bullion? Also a 38% duty? Here it turns out the same thing again - I bought it without VAT and overpaid on import into the Russian Federation more than if I bought it in the Russian Federation with 18% VAT. Is it generally possible to import bullion coins duty free? You said that coins are allowed duty free, did you mean NOT gold coins? Currency or collectibles? On investment coins, at what amount does the duty begin to apply? NOT more than 65,000 rubles. If I’m bringing it for myself, hide it at home :))) Or maybe I collect them, although they are not collectible coins. In the last answer on the site, you say that you can import just like ordinary goods, declaring and proving that it is for personal needs. What about mail or delivery service from Europe to the Russian Federation, for example, coins worth $3000?
Answer: collectible coins are truly imported duty-free in single copies. But gold coins and bars are considered as goods. Therefore, when importing in luggage up to 65,000 rubles is duty-free, and above the duty is 30%. Starting from 650,000 rubles, a customs declaration arises, a duty of 20% and VAT of 18%. That is, it is better to take it with you. The trouble is different. There are many orders, everything is confused, different customs offices have different approaches. Therefore, you need to find out everything in advance at the customs office where you will be entering. If you live in Moscow, then you can go to the Federal Customs Service on Novozavodskaya and get written explanations.
Question : Hello, dear Alexander Mikhailovich! I go to Finland and, since I am involved in numismatics, I buy coins. There they sell coins by weight, for example a package of 10 kg containing all sorts of coins, mostly less than fifty years old, but there are also older ones, costing approximately 100 euros. Do I need to declare them and how can I do this correctly if I do not have the opportunity to copy each coin separately and the majority of coins do not fall under the characteristics of antique (more than 50 years old) Is it possible to simply notify a customs officer about this without filling out a customs declaration ?
Answer : Coins are admitted duty free. For collecting purposes, they are allowed for import and export in single copies. I don’t recommend carrying 10 kg. This attracts undue attention. Have proof of purchase just in case.
Question : Another question - if I bring coins or objects into the territory of the Russian Federation that have not reached the age of 100 years, should I declare them as cultural values, if these objects are mass-produced. Still, as for cultural values, what age must be in order to classify an item (coin, medal or porcelain figurine...) as cultural property required for customs declaration upon import - 50 or 100 years? After all, if I declare it = it means that after importing it into the Russian Federation, I must register this item with the Ministry of Culture, and if this thing is, let’s say, cheap and it’s just 60-70 years old, no more than what to do in such cases.
Answer : Cultural and historical values are allowed into Russia duty free. In order for them to become such, they are registered with Rossvyazohrankultura. This is a voluntary matter. If you do not register them, then these are just goods and the usual rules apply to them. those. goods for personal purposes worth up to 65,000 rubles or 35 kg are imported duty-free (once a month).
Question : Hello. Thanks for the answer, I just don’t know what to do because I buy a lot of coins at once, most of them - 90 percent - are not 50 years old at all and they do not require any declaration. But among them there are 10 percent of them that are old but cheap. If you declare it, you immediately attract attention and try to prove that everything you are carrying is cheap and not at all rare coins.
Answer : It is not necessary to declare. You can safely go through the green corridor, but the rules for moving collectible material have not been updated for a long time. And customs officers today are not very literate. Although in Vyborg everything is still not so bad. In any case, the truth is on your side. You are bringing it not for sale, but for collecting. Do not agree to admit that you will partially sell them. They will attribute it to commerce and will tax you. Change - yes, it is possible. As a last resort, ask for guidance. Well, if it’s really bad, contact me. I know the Vyborg boss.
Question : Thank you very much for your consultation. I understand that if I bought a Rembrandt painting at an auction, and I enter it, then I am kind of obliged to declare it, and if it comes to cheap coins, the catalog price of which is around 1-2 dollars each, then what kind of cultural value is it in this regard, it seems ours the laws are outdated, that is, it seems to be written there that any thing over 50 years old is a cultural value.
In fact, contemporary works, in particular paintings, can also be recognized as cultural values. But historical ones include those that are older than a hundred years. At the same time, restrictions mainly concern export, and import is welcome, but this is already considered as a product and customs is trying to charge a duty.
Question : Thank you Alexander Mikhailovich, so if I am carrying items (coins or badges) that are less than a hundred years old, I am not obliged to declare them at all? The question is not that I will pay the duty, it’s just that the bus was checked at customs (the women were carrying meat prohibited for import) and I got caught in the general mix, so to speak)) Although I don’t drive meat and generally try to follow the laws. The customs officer saw my old coins, I didn’t hide them and I realized that I was almost a smuggler, he even forced me to write an explanatory note about the fact that I was importing old coins because I didn’t know that they had to be declared. True, I ended up missing it. Now if you don’t declare it, they’ll initiate some kind of criminal case, God forbid)) What surprises me is that I’m bringing all this into the country, I’m ready to pay the duty, but if you’re bringing 30-40 coins, 10-20 different cheap rubles each, and if they’re up to 100 years ago, I wrote to you that they are sold there directly in bags wholesale or by weight, that they must be copied each separately and then registered. In general, please excuse me for being uneasy, what could I possibly face if I don’t declare these coins (both in terms of weight and price, they fall into the duty-free category, and I’m ready to pay the duty if something happens)
Answer : In the near future I will try to thoroughly understand coins and other collection material and post an article on the website. You are the first who became interested in this. However, it is now known that collectible coins in single copies are passed unhindered for both export and import. There may still be problems with export, but there are no restrictions on import, except those general for goods (65,000 rubles and 35 kg). A serious face and words cannot be uttered by an employee - this is a corruption component. It's so easy to scare and cut down. I will try to equip you with knowledge of the laws.
Question : Hello again, Alexander Mikhailovich. You see the list I found, which means it’s still 50 years old. And I still want to know what’s in store for me if I don’t declare coins over 50 years old that are required for customs declaration. Could a criminal case be brought against me as a smuggler?
I’m not an expert and I don’t have to know whether this is a cultural value or not. Or is everything older a cultural value?

Answer : This resolution is somewhat outdated, and it concerns export, not import. I'll find and write everything soon. Visit the website.
Question : Good afternoon, we are planning to import gold investment coins (gold content 99.9, 24 carats) into the Russian Federation through a legal entity from Switzerland. It was possible to find out that such coins are not subject to VAT, and duty-free import is also possible. I would like to hear the opinion of a professional. Thank you in advance. Let me clarify that we are talking specifically about investment coins; I emphasize that these are not collectible or commemorative coins, but coins that are used as means of payment in other countries (UAE, Malaysia, etc.). The Bank of Russia constantly issues such coins (Chervonets, silver “Sable”, “Zodiac Signs” series) and they are not subject to any taxes, but what about others - imported ones. The coins are called gold Dinar and silver Dirham.
Answer : I specifically checked the certificate for gold coins and gold products. Duty 20%, VAT 18%. Since you mentioned a Swiss company, then, I assume, you are planning to import to a legal entity. So you will pay in full. But individuals can import goods and other goods duty-free in their luggage within the limits of the norms. Just be sure to declare it. And you need to prove that it is for personal needs.

Rules for importing money into Russia: amount of cash and rules for filling out the declaration
Attention: How much currency can you take out of Russia? So, how much cash can you take out of the Russian Federation without filling out a declaration? Previously, this amount was 3,000 US dollars, now it is 10,000 US dollars. Please note that 10,000 US dollars is a conventional unit.
For convenience, all money transported by a person across the border is converted into American dollars at the Central Bank exchange rate on the day of the transaction.
For example, if you are carrying 10 thousand US dollars, 5 thousand euros and another 50 thousand rubles in cash, you will still have to fill out a declaration, since the total amount of money you are transporting exceeds the threshold of 10 thousand US dollars.
Important: money in the equivalent of 10 thousand US dollars can be carried by 1 person, regardless of age, without declaration.
Necessary payments for customs clearance of jewelry
When clearing jewelry through customs, you must pay customs payments: duty, fee, VAT, excise tax. The basis for their calculation is the customs value of jewelry, which includes both their invoice value and transportation costs. In this case, depending on the country of origin of the goods, preferences may be provided.

Transportation Features
The international transport of precious metals is subject to strict regulations. They are quite strict. Thus, the carrier’s responsibilities include:
- selection of special vehicles with a high level of safety;
- use of the services of those organizations that have permission to transport this type of cargo;
- providing armed security for cargo.
Note! The absence of armed guards entails criminal liability.
At the same time, alloys that contain a small percentage of precious metals (up to 5%) can be sent by train, and if the content of precious impurities is less than 1%, then the importer is free to choose a vehicle.
State control act when importing jewelry into the Russian Federation
According to Order of the Ministry of Finance of the Russian Federation dated September 17, 2001 N 249, state control is carried out when importing jewelry, precious metals, precious and semi-precious stones into Russia. Based on its results, inspectors of the Russian State Assay Office draw up a State Control Act. This document reflects the compliance of the imported product with the data specified in the accompanying documents (name, quantity, weight, etc.). In addition, if there are no violations, the controller will make a note: “the presented product is recommended for further customs clearance.” If there are violations, it will be written: “the presented product is not allowed for further customs clearance,” and the materials will be transferred to law enforcement agencies. Every piece of jewelry is subject to inspection. The resulting Certificate must be submitted to customs along with the Customs Declaration.

How are precious metals and stones valued?
During customs clearance of jewelry and customs clearance of precious metals, you should understand how and in what quantities the weight of precious metals and stones is measured in a particular country. Most countries use metric units, which primarily measure weight in grams and milligrams. But there are also countries that use other measures of mass.
In the UK, USA and other countries that use the English system of measures, the weight of precious metals is measured in troy pounds and its divisions (the most common division of the troy pound is the troy ounce):
- 1 troy pound = 12 troy ounces = 373.2418 g;
- 1 troy ounce = 20 penny weights = 31.1035 g;
- 1 pennyweight = 24 grains = 1.5552 g;
- 1 grain = 20 maytam = 64.7989 mg;
- 1 mayt = 24 doytam = 3.2399 mg;
- 1 doyt = 0.13499 mg.
In India and Pakistan, measures such as chattak and tol are used:
- 1 chattak = 5 tolam = 58.319 g 1 tola = 11.664 g
In Japan, momme is used:
- 1 momme = 3.75 g.
If you have to clear customs jewelry or precious stones with precious stones, you need to have an idea of such a measure as carat. When measuring gemstones, either the metric carat or the English carat is usually used as a measure of mass:
Unit | Metric (milligram) | English (milligram) |
1 carat | 200.000 | 205.000000 |
1/2 carat | 100.000 | 102.500000 |
1/4 carat | 50.000 | 51.250000 |
1/8 carat | 25.000 | 25.625000 |
1/16 carat | 12.500 | 12.812500 |
1/32 carat | 6.250 | 6.406250 |
1/64 carat | 3.125 | 3.203125 |
When measuring the weight of pearls, the carat gran (this is a quarter of a carat) is used.
Probably everyone knows the old Russian proverb “the spool is small, but dear.” It owes its origin to such an old Russian unit of weight as the spool.
Here are all the ancient measures used since ancient times in Rus':
- fraction = 44.435 mg;
- spool = 96 shares = 4.2658 g;
- pound = 96 spools = 409.517 g.
For customs clearance and measurement of precious metals in alloys (ingots, coins and other products), the metric and carat sample systems are used.
With the metric system of samples, the content of pure precious metal is determined by the number of its units in 1000 units of ligature weight, with the carat system of samples in 24 units. Until 1927, in the USSR, as well as in pre-revolutionary Russia, a spool sampling system was in effect, in which the content of precious metals was determined by the number of spools per pound of ligature weight (1 pound = 96 spools).
Gold in the form of high purity bars (899 and above for the USA and 955 and above for France and England) is known to be used in international payments between states.
