Swiss customs regulations
According to the introduced law, if you import counterfeit Swiss watches (on yourself or in luggage), they have the right to confiscate and destroy them. So a fake Rolex is not the best decoration when traveling to Switzerland.
It is prohibited to import all types of meat and meat products, fish, caviar, eggs, milk and dairy products (including cheese and butter), as well as honey and other food products of animal origin (even in sealed packaging). Baby food and special medications can be imported based on one day of consumption. If prohibited food products are found, they are all confiscated and violators are fined.
- personal items: clothing, toiletries, photo and film cameras, musical instruments, sports equipment, laptops
- alcohol: up to 1 liter of spirits or up to 2 liters of wine (less than 15% strength) - only persons over 17 years of age
- tobacco: up to 200 cigarettes, 50 cigars or 250 g of pipe tobacco - only persons over 17 years of age
- gifts: up to 100 francs
- food: for 1 day
Animals must have a vaccination certificate issued no earlier than 10 days before departure, as well as an international veterinary certificate.
Domestic dogs and cats must have an identification microchip with information about the animal's vaccinations recorded on it. There are no restrictions on exports from Switzerland, but antiques and works of art, gold, watches, and cheese in quantities exceeding 15 kg must be declared.
Unlike most countries, Switzerland allows you to carry a Swiss Army knife in your carry-on baggage, but only if the largest blade is no more than 5 cm in length.

Features of customs clearance of jewelry and precious metals by individuals
Individuals may import precious metals and jewelry for personal consumption only. Only legal entities and individual entrepreneurs can import jewelry, precious metals and stones intended for commercial use.
The following do not apply to goods for personal use:
- natural diamonds;
- precious metals or stones, if their customs value is more than $25,000.
The following cannot be imported in international postal items (IPO):
- precious stones in any form and condition;
- natural diamonds, excluding jewelry.
Goods prohibited for export by individuals:
- raw precious metals;
- scrap and waste of precious metals;
- ores and concentrates of precious metals and commodities containing precious metals.
Nuances for antique products
Antique jewelry created 100 years ago or more is considered cultural property. They are exported outside the EEAS in accordance with Appendix No. 8 to the Decision of the EEC Board of April 21, 2015 No. 30.
Citizens export cultural property in accordance with the procedure for moving things for personal use across the customs border of the EAEU. For export, you must obtain a permit - a conclusion from the Ministry of Culture of the Russian Federation or its territorial body in 2 copies, each of which is certified by a seal. The conclusion is accompanied by a bound list and photographs of cultural property permitted for export, also certified by the seal and signature of an official of the Ministry of Culture.
The permit document is presented to the customs inspector along with the PDD, which indicates the details of the conclusion. In case of export of numismatic items, photographs are not required.
An individual has the right to export valuables imported into Russia on the basis of the PDD filled out upon import. Legal entities have the right to export cultural property only on the basis of a license issued in accordance with the Instructions on the execution of an application for a license for the export and (or) import of certain types of goods and on the execution of such a license, approved by the Decision of the EEC Board of November 6, 2014 No. 199.
Jewelry import standards for individuals in 2022

If the value or weight of the goods exceeds the permissible limit, then for the excess you will need to pay a customs duty in the amount of 30% of the value exceeding the norm, but not less than 4 euros per 1 kilogram of weight.
Restrictions on the weight and value of goods delivered by express carrier or sent by international mail (IPO). From 2022, these restrictions are imposed on each parcel.

If the value or weight of the goods exceeds the allowable limit, then for the excess you will have to pay a customs duty of 15% of the value exceeding the norm, but not less than 2 euros per 1 kilogram of weight.

Stage 3 - Payment of duties
Customs fees can be divided into three large parts. If we do not pay excise duty, then on other goods we pay duty (in Russia, for 95% of goods this is from 0 to 20% of the contract value), VAT (0%, 10% or 18%) and the customs duty itself - this is a small amount, not exceeding 0.5% of the contract value.
If you take the maximum, then formally the fee should be no more than 45% of the contract value. But in reality, you will have to leave more money at customs, because there are specific duties that are paid not on the value of the contract, but on a certain unit of measurement of the goods. There are duties that are paid per engine size, and this is how all cars are cleared through customs. There are duties per kilogram, this is how textiles or furniture are cleared through customs. Therefore, often the difference between the price at the factory and the price in the countries of the Customs Union reaches at least 70%, and in some cases it can even be 200% (rattan furniture from Indonesia or an inexpensive refrigerator from China).

Fine and liability for violations
For violating the rules for importing currency into Russia and exporting it from the territory of the country, violators face:
- An administrative fine in the amount of 1000 to 2500 RUB for failure to declare the currency being transported or indicating false information in the declaration regarding the amount of money being transported.
- An administrative fine in all other cases in the amount of 500 to 1000 RUB.
- Criminal liability for importing contraband. According to current legislation, in the Russian Federation, currency smuggling is considered to be the import of funds in the amount of 250,000 RUB or more.
The length of criminal punishment directly depends on the amount of contraband:
- 20,000 USD and above. For smuggling money in this amount, the violator faces restriction of freedom for up to 2 years or correctional labor for 2 years. And also the violator for this can pay a fine in the amount of 24 of his wages.
- 50,000 USD and above. For smuggling in this amount, the violator faces imprisonment for up to 4 years or sent to correctional labor for up to 3 years. The fine for importing undeclared 50,000 USD is equal to 36 salaries of the violator.
Necessary payments for customs clearance of jewelry
When clearing jewelry through customs, you must pay customs payments: duty, fee, VAT, excise tax. The basis for their calculation is the customs value of jewelry, which includes both their invoice value and transportation costs. Import rules
In 2022, it is allowed to import funds into the territory of the Russian Federation without a declaration in an amount equivalent to no more than 10,000 USD in any currency in the world.
If the imported amount exceeds the limit, then mandatory registration of a declaration in form TD-6 is required. Here you can download the customs declaration form TD-6.
As previously noted, cash currency does not play any role. If a person brings with him 10,000 RUB, 5,000 EUR and 7,000 USD, then he will have to declare the imported funds.
Due to the fact that when converted to USD, this amount will be about 13,000 USD. The difference is calculated at the Central Bank exchange rate for each currency in dollar equivalent.
That is, the total amount of money transferred to USD exceeds the permitted import limit by approximately $3,000.
When declaring funds of more than $100,000, you must provide papers confirming the legal origin of this money.
State control act when importing jewelry into the Russian Federation
According to Order of the Ministry of Finance of the Russian Federation dated September 17, 2001 N 249, state control is carried out when importing jewelry, precious metals, precious and semi-precious stones into Russia. Based on its results, inspectors of the Russian State Assay Office draw up a State Control Act. This document reflects the compliance of the imported product with the data specified in the accompanying documents (name, quantity, weight, etc.). In addition, if there are no violations, the controller will make a note: “the presented product is recommended for further customs clearance.” If there are violations, it will be written: “the presented product is not allowed for further customs clearance,” and the materials will be transferred to law enforcement agencies. Every piece of jewelry is subject to inspection. The resulting Certificate must be submitted to customs along with the Customs Declaration.

How are precious metals and stones valued?

When measuring the weight of pearls, the carat gran (this is a quarter of a carat) is used.
Probably everyone knows the old Russian proverb “the spool is small, but dear.” It owes its origin to such an old Russian unit of weight as the spool.
Here are all the ancient measures used since ancient times in Rus':
- fraction = 44.435 mg;
- spool = 96 shares = 4.2658 g;
- pound = 96 spools = 409.517 g.
For customs clearance and measurement of precious metals in alloys (ingots, coins and other products), the metric and carat sample systems are used.
With the metric system of samples, the content of pure precious metal is determined by the number of its units in 1000 units of ligature weight, with the carat system of samples in 24 units. Until 1927, in the USSR, as well as in pre-revolutionary Russia, a spool sampling system was in effect, in which the content of precious metals was determined by the number of spools per pound of ligature weight (1 pound = 96 spools).
Gold in the form of high purity bars (899 and above for the USA and 955 and above for France and England) is known to be used in international payments between states.
